Job Description

The New York City Department of Investigation (DOI) is one of the oldest law enforcement agencies in the country with a mission of combating municipal corruption. It serves the people of New York City by acting as an independent and nonpartisan watchdog for New York City government, City agencies, and City employees, vendors with City contracts, individuals and entities that receive City funds.

Under the guidance of DOI, the NYCHA Office of the Inspector General (OIG) conducts confidential and sensitive investigations into allegations of fraud, corruption, misconduct, and other improper activities by NYCHA employees, residents, and contractors. OIG also conducts proactive and systemic investigations of NYCHA’s operations, policies, and finances, which result in broad-based policy recommendations as well as significant financial recoveries and criminal prosecutions.

NYCHA OIG is seeking an Inspector General that will manage the operations of an investigative unit that is comprised of professional staff of investigators, attorneys, auditors and analysts that engage in the performance of confidential, highly complex and specialized investigations into allegations of corruption, official misconduct, fraud, waste and inefficiency involving residents, employees and vendor fraud. The duties and responsibilities of the selected Inspector General will include, but are not limited to the following:

1) Manage and oversee investigations of fraud, corruption, misconduct, waste, and mismanagement including document requests and issuance of subpoenas, reviews of records, conducting interviews, and planning field operations.
2) Draft and edit reports regarding investigative findings which include appropriate Policy and Procedure Recommendations to NYCHA regarding eliminating corruption vulnerabilities and inefficiency in NYCHA's operations.
3) Represent the Commissioner and DOI before federal, state, and local prosecutor and law enforcement agencies; other City agencies; and community organizations and the public concerning matters relating to DOI's responsibilities.
4) Establish and meet benchmarks to ensure that investigations are completed accurately and expeditiously.
5) Interact as necessary with Executive and other Managerial staff, as well as with NYCHA officials and representatives from other law enforcement agencies.
6) Participate in recruitment and hiring of NYCHA OIG staff.
7) Maintain responsibility for squad readiness, cohesion, and morale.

NOTE: If selected, the candidate will be fingerprinted and undergo a background investigation. Due to the position consisting of law enforcement and/or investigative functions, the candidate's consumer credit history will be reviewed during the background investigation as permitted by NYC Administrative Code 8-107(24)(b)(2)(A).
