<span style="color: inherit; font-style: normal; text-align: start; text-indent: 0px;" data-pasted="true">Under general direction, manages the administrative and managerial non-</span><span style="color: inherit; font-style: normal; text-align: start; text-indent: 0px;">judicial functions of the municipal court; supervises non-judicial </span><span style="color: inherit; font-style: normal; text-align: start; text-indent: 0px;">personnel; assists in coordinating and overseeing the administrative </span><span style="color: inherit; font-style: normal; text-align: start; text-indent: 0px;">functions of the Magistrate Services and Administrative Divisions; </span><span style="color: inherit; font-style: normal; text-align: start; text-indent: 0px;">interprets, formulates, and implements policies and procedures. </span><span style="color: inherit; font-style: normal; text-align: start; text-indent: 0px;">Exercises direct supervision over assigned staff.</span><br><br>This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission.  This position is likewise subject to at-will employment status and can be terminated at any time for any reason.<br><br><strong>Work Location</strong><br>San Antonio Municipal Court, 401 S. Frio, San Antonio, Texas 78207<br><br><strong>Work Hours</strong><br>7:30 a.m. - 4:30 p.m., Monday - Friday<ul><li data-pasted="true">Assists with overseeing and directing daily court operations, including case flow management, docket scheduling, records management, and customer service.</li><li>Manages the development and implementation of goals, objectives, policies, and priorities for each assigned division; establishes, within City policy, appropriate service and staffing levels; and allocates resources accordingly.</li><li>Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures.</li><li>Plans, prioritizes, assigns, supervises, and reviews the work of staff personnel. Responsible for providing professional, technical, and clerical support to Municipal Court Leadership, internal and external court users.</li><li>Manages the development and administration of the department budget; estimates funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; and manages the preparation and<br>implementation of budgetary adjustments.</li><li>Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies, procedures, and guidelines. Assists in coordinating continuing education and certification requirements of Municipal Court personnel.</li><li>Reviews the performance of court programs to ensure achievement of established goals and compliance with court policy and procedures.</li><li>Acts as liaison for Municipal Court, City Council, City Manager's Office, City Departments, and outside agencies.</li><li>Develops, implements, and maintains court policies, procedures, and internal controls to ensure consistent and lawful operations.</li><li>Responds to inquiries from the public and media about municipal court operations.</li><li>Prepares reports and special projects as directed.</li><li>Performs related duties and fulfills responsibilities as required.</li></ul><ul><li>Bachelor's Degree from an accredited college or university.</li><li>Five (5) years of increasingly responsible government experience, to include two (2) years direct supervisory experience.</li><li>Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.</li><li data-pasted="true">Valid Texas Crime Information Center and National Crime Information Center (TCIC/NCIC) Certification within one (1) year of employment and re-certified yearly.</li><li>Must maintain Texas Law Enforcement Telecommunications System Access (TLETS) eligibility for continued employment in position (TLETS provides access to TCIC and NCIC).</li></ul><strong>Preferred Qualifications</strong><ul><li><div data-empty="true" style="text-align: left;"><span style="color: inherit; font-style: normal; text-align: start; text-indent: 0px;" data-pasted="true">Master’s in Public Policy or Administration, Criminal Justice, Business Administration, or related field.</span></div></li><li><div data-empty="true" style="text-align: left;"><span style="color: inherit; font-style: normal; text-align: start; text-indent: 0px;">Certified Court Clerk Level II, Certified Municipal Court Clerk (Level III) from the Texas Court Clerks Association or Certified Court Manager (CCM) with the National Association for Court Management (NACM).</span></div></li><li><div data-empty="true" style="text-align: left;"><span style="color: inherit; font-style: normal; text-align: start; text-indent: 0px;">Five (5) years’ experience overseeing large volume operations or support services, and high-level administrative functions.</span></div></li><li><div data-empty="true" style="text-align: left;"><span style="color: inherit; font-style: normal; text-align: start; text-indent: 0px;">Knowledge of court performance standards to evaluate and improve court services.</span></div></li><li><div data-empty="true" style="text-align: left;"><span style="color: inherit; font-style: normal; text-align: start; text-indent: 0px;">Skilled in overseeing high volume complex caseloads across multiple case types (traffic, non-traffic, civil, and parking).</span></div></li><li><div data-empty="true" style="text-align: left;"><span style="color: inherit; font-style: normal; text-align: start; text-indent: 0px;">Ability to draft, implement, and interpret court rules, administrative policies, and procedures.</span></div></li><li><div data-empty="true" style="text-align: left;"><span style="color: inherit; font-style: normal; text-align: start; text-indent: 0px;">Ability to liaise effectively with judges, attorneys, government agencies, elected and appointed officials, and the public.</span></div></li><li><div data-empty="true" style="text-align: left;"><span style="color: inherit; font-style: normal; text-align: start; text-indent: 0px;">Strong commitment to integrity, confidentiality, impartiality, and the ethical administration of justice.</span></div></li><li><div data-empty="true" style="text-align: left;"><span style="color: inherit; font-style: normal; text-align: start; text-indent: 0px;">Comfortable presenting information to high level management.</span></div></li></ul><strong>Applicant Information</strong><ul id="isPasted" style="margin-bottom: 3pt;"><li data-pasted="true">Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months.
