Oracle HCM Solution Architect Payroll & HCM Lead

Position Summary:

We are seeking an experienced Oracle HCM Solution Architect with deep expertise in Oracle Payroll (US) and broad functional knowledge across Oracle HCM Cloud. The ideal candidate will serve as the overall solution owner for Oracle HCM implementations, providing architectural leadership across multiple workstreams while ensuring that payroll, legislative compliance, integrations, security, and downstream processes are designed cohesively.

This role requires a hands-on architect who can lead discovery workshops, define end-to-end solutions, mentor functional consultants, engage with executive stakeholders, and guide implementation teams through successful project delivery.

Key Responsibilities

Solution Architecture & Leadership

  • Own the end-to-end Oracle HCM solution architecture across all project phases.
  • Lead solution design sessions and architecture workshops with business and IT stakeholders.
  • Ensure alignment of business requirements with Oracle Cloud HCM best practices.
  • Drive design decisions across functional tracks and resolve cross-functional dependencies.
  • Review and approve functional designs, configuration workbooks, and solution documentation.
  • Provide architectural governance throughout implementation and support projects.
  • Identify risks, recommend mitigation strategies, and ensure successful project outcomes.

Payroll Leadership

  • Serve as the primary architect for Oracle Payroll, with a strong focus on US legislative requirements.
  • Design payroll solutions covering:
    • Earnings and deductions
    • Taxation
    • Garnishments
    • Retroactive pay
    • Payroll costing
    • Payroll balances
    • Absence integration
    • Time and Labor integration
    • Benefits integration
  • Ensure compliance with federal, state, and local payroll regulations.
  • Guide payroll testing strategies, parallel payroll runs, and cutover activities.
  • Support payroll transformation and process optimization initiatives.

Cross-Functional HCM Expertise

The candidate should possess strong implementation experience in Oracle Payroll plus at least four of the following modules:

  • Support data conversion, integrations, reporting, security, testing, and deployment activities.

Stakeholder Management

  • Serve as a trusted advisor to client leadership and project sponsors.
  • Present solution recommendations to executive audiences.
  • Facilitate decision-making and manage competing stakeholder priorities.
  • Build strong relationships with business, HR, Payroll, Finance, and IT teams.

Required Qualifications

Experience

  • 10+ years of Oracle HCM implementation experience.
  • 5+ years serving as a Solution Architect or Lead Functional Architect.
  • Extensive Oracle Payroll Cloud implementation experience with US legislation.
  • Experience leading multiple full-cycle Oracle HCM Cloud implementations.
  • Demonstrated success leading large, complex, multi-workstream projects.

Functional Expertise

Must have:

  • Knowledge of payroll reconciliation, balancing, and post-payroll processes.
  • Consulting background with system integrators or implementation partners preferred.
