</p><p><strong>Position Overview</strong></p><p>The State of Wisconsin Department of Health Services (DHS) is seeking a <strong>Business Intelligence (BI) Architect / Data Reporting Analyst</strong> to join its Integrated Data & Analytics Section (ID&AS).</p><p>This role supports complex data initiatives for Wisconsin's <strong>Medicaid and FoodShare programs</strong>, focusing on the full lifecycle of data reporting-from gathering business requirements to developing and delivering reporting solutions.</p><p>The ideal candidate will bridge the gap between <strong>policy, business needs, and technical implementation</strong>, ensuring all reporting outputs align with state and federal regulatory requirements.</p><p> </p><p><strong>Key Responsibilities</strong></p><p><strong>Data Analysis & Report Development</strong></p><ul><li>Design, develop, and maintain complex standard and ad hoc reports</li><li>Write and optimize queries using tools such as <strong>SQL and/or SAS</strong></li><li>Extract, transform, and analyze data from enterprise systems</li><li>Validate report outputs to ensure data accuracy, integrity, and quality</li></ul><p><strong>Stakeholder Engagement & Requirements Gathering</strong></p><ul><li>Collaborate with business users, IT teams, and external partners to define reporting needs</li><li>Translate business and policy requirements into technical specifications</li><li>Evaluate system designs and recommend improvements to reporting processes</li></ul><p><strong>Regulatory Compliance & Policy Integration</strong></p><ul><li>Analyze changes in state and federal regulations and assess impact on reporting</li><li>Ensure reporting solutions remain compliant with evolving Medicaid/healthcare policies</li><li>Identify opportunities for cost savings and process efficiency improvements</li></ul><p><strong>Documentation & Project Support</strong></p><ul><li>Develop technical documentation, including requirements, data flows, and process diagrams</li><li>Create user guides and training materials for report consumers</li><li>Lead or support small to mid-sized projects and reporting initiatives</li></ul><p> </p><p><strong>Required Qualifications</strong></p><ul><li><strong>3-5 years of experience</strong> in:</li><ul><li>Data analysis and report development</li><li>Stakeholder engagement and requirements gathering</li><li>Regulatory compliance and policy analysis</li><li>Documentation and project leadership</li></ul><li>Experience with <strong>SQL and/or SAS</strong> for data querying and reporting</li><li>Strong understanding of <strong>data reporting lifecycle and validation processes</strong></li><li>Excellent communication, organization, and problem-solving
