This position serves as a member of a team with the responsibility to ensure quality service is provided to customers through the generation and control of program processes, performance of internal process audits and consistent facilitation of structured improvement activities.</p><p></p><p>The contract vehicle emphasizes Quality Manager – Program Manager partnership and a risk-based quality approach tailored to the needs of each specific program. The environment demands the ability to quickly establish cross-functional and cross-organizational working relationships with diverse coworkers and customers.</p><p></p><p>A successful Quality Manager can (1) articulate how their quality control, improvement, and management strategies will support the Program Manager’s proactive control of schedule, cost, suppliers, and customer satisfaction, and (2) demonstrate with evidence that their tactical implementation of their Quality Management System (QMS) has effectively supported those goals.</p><p></p><p><b>PRIMARY RESPONSIBILITIES</b></p><p>Integrated QMS Development and implementation</p><ul><li>Collaborate with program teams to design, implement, and execute a QMS</li><li>Define the QMS in program Quality Assurance Plans (QAP)/Quality Control Plans (QCP)</li><li>Lead development and implementation of streamlined QMS processes aligned to program execution risk, schedule, and priority</li></ul><p></p><p>Deliverables Management</p><ul><li>Support development of program deliverables tracking and on-time delivery (OTD) management</li><li>Review contract deliverables prior to delivery</li><li>Support development of peer/technical review processes and metrics collection</li><li>Monitor and collect metrics on OTD</li></ul><p></p><p>Performance Measure Monitoring</p><ul><li>Support program leadership in identifying and defining meaningful program performance measures (including contractual Service Level Agreements, Leidos internal required measures, and program-defined measures)</li><li>Support development and implementation of a monitoring program for these measures</li></ul><p></p><p>Structured Process Improvement</p><ul><li>Support programs in developing and maintaining a continuous improvement program</li><li>Recommend, facilitate, track and report on continuous process improvement activities</li><li>Utilize industry standard methodologies to lead structured continuous process improvement efforts</li><li>Evidence with metrics and data that completed improvement activities were effective</li></ul><p></p><p>Internal Auditing, Root Cause Analysis facilitation, and Corrective Action Support</p><ul><li>Develop and execute a risk-based audit plan to ensure compliance (with PWS, QASP, EENG, Leidos policy)</li><li>Support programs in efficiently and effectively addressing corrective and preventive action (CAPA) for non-compliance and opportunities for improvement where best practices are not in place</li><li>Facilitate no-fault root cause analysis investigations with program staff using standard tools (5-Why, Ishikawa Diagram, Failure Mode Effects Analysis (FMEA), Pareto charting, <span style="overflow-wrap: break-word; display: inline; text-decoration: inherit; hyphens: auto;">chronological/process</span> diagram)</li></ul><p></p><p>Reporting, Communications, and Escalation</p><ul><li>Provide the PM with regular briefings (performance metrics performance, audit reports, continuous improvement project status and achievements) to support situational awareness and execution reporting</li><li>Collaborate with the contract vehicle QM to support vehicle initiatives and priorities at the program level</li><li>Support Leidos reporting, such as Quality Management Reviews, In Process Reviews, Weekly Activity Reports, and Monthly Operational Reviews</li><li>Report to higher level management on Quality Achievement and act as liaison for enterprise quality initiatives for the program</li><li>Report mandatory program metrics and performance data to Mission Assurance (OTD, Award Fee scores, CPARS)</li><li>Escalate performance concerns and performance-related contract actions to Mission Assurance</li></ul><p></p><p>Other duties as required</p><p></p><p><b>BASIC QUALIFICATIONS</b></p><ul><li>Bachelors degree with 4 or more years of relevant experience or Masters with 2 or more years of prior relevant experience.</li><li>Active DoD Secret security clearance.</li><li>Experience supporting Software Development Projects (in QA/QC or another capacity).</li><li>Experience with Agile Principles.</li><li>Experience leading process or continuous improvement programs or initiatives using standard methodologies and tools (Lean, Six Sigma, LSS, PDCA, TQM, Kaizen, 5S).</li><li>Experience with peer reviews.</li><li>Experience with process auditing.</li><li>Experience defining, collecting and analyzing metrics.</li><li>Ability to multi-task, complete tasks without direct supervision, and function in a dynamic, fast-paced environment.</li><li>Proficiency with Atlassian Suite (JIRA, Confluence).</li><li>Proficiency with MS Office products and collaborative tools (Word, Excel, PowerPoint, SharePoint, Teams).</li><li>Ability to support limited domestic travel.</li><li>At least 1 year of 100% remote work experience.</li></ul><p></p><p><b>PREFERRED QUALIFICATIONS</b></p><ul><li>Experience supporting Hardware Assembly/Integration Projects (in QA/QC or another capacity).</li><li>Experience auditing to external quality standards such as <span style="overflow-wrap: break-word;
